[Clam-devel] changed CLAM/SConstruct: default fft now is fftw3

Till now the default scons options were:
with_fftw=yes (fftw version 2) and
with_fftw3=no

After last revision (10567) it changed to
with_fftw=no
with_fftw3=yes

This is a first step to deprecating fftw2.

Though forcing use of fftw2 is still possible I encourage clam
developers not to do so and upgrade to fftw3 (debian
package:fftw3-dev, fc package: fftw3-devel)

Now clam compilation might require a complete rebuild which
should happen automatically. Please tell if you find any problem.
