[Clam-devel] web changes

I've done some changes on the web in the planed direction.

* Removed Links and License from the navigation bar.
* links and license are now accessible from docs
* removed nav bar from license.html and links.html
* Added a Wiki item at nav. bar
* Removed framed html now only use direct links. (devel, and 
bugreporting)
