[Clam-devel] Fltk and Qt can be disabled now

I just added to the library SConstruct two options (with_fltk and with_qt3) 
which disables the configuration and the building of vmfl and vmqt so 
dependencies on such toolkits can be safely removed if needed.

Fltk won't be needed at all (any third party sw using it?) so it is disabled 
by default. And qt3 is just needed if you want to build SMSTools or 
Voice2Midi.

Next step: dropping fltk definitelly.
