[Clam-devel] New rulers

Vmqt has now new rulers based on some code I did for a different project. 
Previous ruler placed ticks at fixed widget positions. Now the ruler places 
ticks at places with numerical sense.

Also horizontal rulers have subtick without numbering.

Remember to recompile vmqt to get them.
