[Clam-devel] fix: DEBUG_ASSERTs and DEBUG_CHECKS now works (with scons release=0 option)

Commit 10581 fixes a quite important bug (spotted while fixing the
last Enum related bug) that disabled the DEBUG checks in Linux and
MacOSX

The bug was located in clam_dependent_libs_checks.py

Minor follow up fixes were needed in the
ebowSynthesizer/SampleMetadata (DEBUG_ASSERT syntax)

After the fix I've checked that the Harmonizer clamnetwork (from
OfflineNetworkPlayer for instance) asserts. And probably others as
well. Maybe this give us tips for improving the sms transformation
sound...
