mmm... I'm a little puzzled also, mingw32 ubuntu package installs this
file

$ find /usr/ | grep mingwm10
/usr/share/doc/mingw32-runtime/mingwm10.dll.gz

But I've not idea about if there is some set up step that should
decompress it.
