Hi Cecile,
What version are you intalling? Have you tried the NetworkEditor 1.3.0?
http://clam.iua.upf.edu/download/win/svnsnapshots/
The provided installers are cross-compiled from Linux, with this
procedure:
http://iua-share.upf.edu/wikis/clam/index.php/Devel/Windows_MinGW_cross_compile
But compilation from Windows itself might also work. Here is the how-to.

But keep in mind that the preferred, and more supported platform for
developing (basically because all core developers use it) is
Debian/Ubuntu.
