[CLAM] Release 0.4

After a couple of days of last-minute fixing, we are now in the
position to announce the first public beta release (0.4). If you have
a previous version of CLAM, please make sure to update to the
current one.

If you experience any problem, use the mantis bugtracking interface
to report it.
