Hi.

Non-commercial Qt for Windows is available by purchasing the book "C++ 
GUI programming with Qt 3". I know, it is not for free, but it is less 
expensive than a commercial license. There is also a project about using 
it with cygwin, but we haven't test it. That is for windows. For Linux 
you can use the open source version of Qt.
