[CLAM] Windows and no QT

I'm sorry, maybe the explanation to the list was too telegraphic. This is a 
known bug solved on the cvs just after the release. The workarround is to 
define the QTDIR environment variable, with any value. You don't need to 
install Qt if the program you are building doesn't need Qt.
