[CLAM] Windows and no QT

Hi,

when I tried to set up CLAM without QT on Windows, I ran into a problem
with srcdeps. I had specified HAS_QT=0 in packages-win.cfg, but when I
tried compiling srcdeps I got an error saying QTDIR was not defined. By
modifying the definition of QT_LIBS_COMMON to

QT_LIBS_COMMON = \
  $(USE_QT?QTDIR)/lib/qt-mt322 \
  $(USE_QT?QTDIR)/lib/qtmain \
  $(STD_WIN32_LIBS_COMMON)

in system-win.cfg (note the USE_QT?), the problem went away. Is this a
solution?
