[CLAM] Is fftw.dll necessary?

Hi Vegard,

CLAM build rules for Windows make your programs to link statically 
against fftw static libs ( FFTW2st and RFFTW2st). We did this for 
simplicity - but feel free to link against the dynamic loading dependant 
version :)
