[CLAM] where is DownSampling.hxx ?

Downsampling was removed from the main repository because it did not
meet the standards of CLAM (I think!). We obviously forgot to update
this example accordingly. I am attaching the Downsampling files for the
sake of completeness and just in case you want to play around with them
and report back. Thanks.
