Given the 'clam-3rdparty-mingw-20080128' well installed in Mingw, you may
try changing 'gcc-4.3.0' to the tested 'gcc-4.2.1-sjlj-2', and follow the
installation instruction in the Wiki.
(Note: the latest version you can download is 4.3 which doesn't have 'sjlj'
suffix, using 4.2-sjlj, the tested one, is a sure shot but adventuring to
use 4.3 could work. If you do please report to the mailing list any problem
or success.)

I download CLAM 1.3.0 according to your advice.
but there is error with id3lib. I checked the

No wonder why I can't find the Sconstruct file in the path of '
\CLAM\scons\libs' as you mentioned.
Well, I never used to compile CLAM-1.0.0, so I have no idea about what would
happen with this version :( Why don't you try the latest (CLAM-1.3.0.tar.gz)
or the second latest (CLAM-1.2.0.tar.gz) stable version? and tell me what
happens.
I think it's of no use to check the Sconstruct file with mine since they are
of different versions. You may get the files via
'https://iua-share.upf.edu/svn/clam/trunk/CLAM'.
