in another project I maintain (xjadeo) the do the QT3/QT4 check in the 
old-fashioned way with configure. But I think if you have a look in the 
attached configure file, you can get some ideas how to check on different 
systems the qt3/qt4 binaries and tools.

This program can be build with qt3 OR qt4, the higher version is taken.
