 * started new unittest CallbackBasedNetwork

 * NetworkEditor/SConstruct fix for debian and ubuntu: it always 
detected a QTDIR,
  so paths where not correct for debian.
  will need to change testfarm script since it uses QTDIR in ubuntu.

 * tests/SConstruct now makes use of clam_test_data_path option.
  changed some hardcoded CLAM-TestsData usage
  dropped the use of CLAM_TEST_DATA environment var
 
 * hopefully fix for tests/SConstruct in windows.

 * fix annoying warning on any scons execution:
Exception exceptions.TypeError: "'NoneType' object is not callable" in  
ignored
Exception exceptions.TypeError: "'NoneType' object is not callable" in 
<bound method _DBWithCursor.__del__ of {}> ignored
 it was caused by using null header_db. i just removed all references to 
header_db
