[Clam-devel] File seeking, a small beginning

Hi,

just made a small patch to begin with file seeking

I add a public function SeekTime(int) to MultichannelAudioFileReader and 
MonoAudioFileReader.

for the moment it will only work for PCM file (easy to do and the only 
on i need)
i looked about Mpeg with libmad but i don't have time to implement it.
for ogg vorbis, i didn't look how to do.

i just created empty function in MpegBitstream and OggVorbisAudioStream ...
