CLAM:
scons prefix=~/local

(debian and fedora scripts uses "scons prefix_for_packaging=/usr" )

NetworkEditor and other apps:

scons clam_prefix=~/local prefix=~/local

note than the meaning of "prefix" is always the standard one:
where to install stuff.
